APIA Bylaws





By-laws are very specific governing rules that are followed by the APIA.





1. The purpose of the Arlington Park Improvement Association is to improve and maintain the beach, cove and any other property belonging to the Association. (7/29/62)


2. To provide pleasant and healthful recreation for the children and adults. (7/29/62)


3. The officers of the Association shall be President, Vice President, Secretary and Treasurer, to be elected for a term of two years. Positions must be nominated by the July meeting, voting to take place in the August meeting and the changeover will occur in September. To become an officer of the Association, the nominee must own a dwelling within the APIA boundaries of "full membership" or "associate membership" as defined in bylaws #5 and #16, and shall show a commitment to promote the interest of the Association according to past performance, experience and attendance. The nomination must be acceptable to the current executive board prior to being proposed to the membership. To become president, in addition to the requirements above, the nominee must have previously held another office for at least two years and consistently participated in all APIA meeting and events. 4. The membership cycle is based on the calendar year, starting in January and ending in December. Each calendar year, annual dues are $40.00 if paid and received by May 31st and $45.00 if paid and received on or after June 1st. (Amend 8/9/2020)


5. Full membership in the Arlington Park Improvement Association shall be limited to land owners from the beginning of Arlington Park, along Henry Taylor Street through Shore Drive, up to and including the northerly side of Chase Street. There shall be one vote per cottage. (Amend 9/5/81)


6. In order to call a meeting of the full membership, there must be at least 2 Officers present. (Amend 7/8/2012)


7. Duties of the APIA Officers: To collect dues remind members of regular meetings have power to spend up to $300.00 for activities, expenses or improvements without the approval of the regular body make recommendations and plans for the members. (Amend 7/8/2012)


8. All meetings are open meetings. (7/29/62)


9. The regular meetings of the Association will be established in September of the prior year. A schedule will be sent out in the spring for the season that follows. (Amend 7/8/2012)


10.The President is to appoint or discharge committees if he/she feels it necessary. (8/26/62)


11.If an office holder should sell his/her cottage during his/her term, he/she cannot remain in office. A special meeting will be called to appoint a replacement. (Amend 8/14/77)


12.The President and Treasurer are to approve all bills approved by the group before they are paid. (8/26/62)


13.Any change in the by-laws requires two meetings and must be opened by the July meeting. The first meeting is for the proposal of change. The second meeting is for the vote of said change and must occur in the same calendar year. The acceptance of said changes requires a 2/3 vote of those members present. (Amend 9/7/08)


14.A balance of two year's taxes and insurance, plus $25.00 must be kept on the books at all times to be used for payment of taxes and insurance in an emergency. (6/16/02)


15.Officers and members of the APIA all work on a volunteer basis. Any volunteer work that is completed is done so for the benefit of the Association, its property and its general membership. The APIA will not sponsor any of its members in completing community service work that is intended to satisfy probation or other legal obligations. (7/8/2012)


16.The Associate Membership shall include 76 Shore Drive (even side) and 83 Shore Drive (odd side) up to the physical location of 120 Shore Drive and 123 Shore Drive and shall include side streets in that immediate area Chase Street, Hunt Street, Griffin Street, James Street, Rolfe Street, Hoyt Street. Anyone residing beyond this point is not eligible to be a Full Member or Associate Member but can choose to pay for use of the boat launch (cove). Anyone within these boundaries needs to join the APIA and pay the membership fee in order to use the beach and/or boat launch. (Amend 8/2/09)


17.Property owners that collect rent are responsible for dues per rental unit. This does not constitute voting or office holding privileges. (6/16/02)
